The handbook comprises a set of tools, enabling practitioners to look at dilemmas and issues from a grassroots perspective through a set of country documentaries.
This handbook insists on the importance of integrating disaster risk reduction, climate change adaptation and poverty reduction to implement actions and strategies to foster resilience at the local level. It develops an approach to resilience that consists of 8 key points, each of them detailed in several concrete action points.
